Thomas Kenyon, M.D., M.P.H.
Chief Executive Officer and Chief Medical Officer

Dr. Thomas Kenyon joined Project HOPE in September of 2015. Prior to returning to Project HOPE, Dr. Kenyon served 21 years with the U.S. Centers for Disease Control and Prevention (CDC), most recently as Director of the Center for Global Health, where he was responsible for overseeing four major global health Divisions: Global HIV/AIDS, Global Immunizations, Parasitic Diseases and Malaria, and Global Health Protection. Earlier in his career, Dr. Kenyon served as Project HOPE's Country Director for Swaziland from 1987 to 1992. He also worked as a Consultant Pediatrician for Project HOPE at St. George's Hospital in Grenada, West Indies from 1985 to 1987.

Dr. Kenyon’s undergraduate degree in Zoology is from Indiana University, his M.D. is from the University of Missouri-Columbia School of Medicine, and his Master’s in Public Health is from the Johns Hopkins University School of Hygiene and Public Health. He completed training in pediatrics at the University of Arizona Health Sciences Center in Tucson, and completed training as a field epidemiologist in the Epidemic Intelligence Service, Division of TB Elimination, at the CDC in Atlanta.

Rabih Torbay, President of Project HOPE

Rabih Torbay joined Project HOPE in February of 2017, playing a key role in advancing HOPE’s international development strategy and maximizing the impact of HOPE’s global health teams worldwide. Rabih previously served as Senior Vice President of International Operations at International Medical Corps, leading all global programs and a staff of 10,000 in 37 countries. During his 17-year tenure at IMC, Rabih worked hand-in-hand with local governments, health officials and health care providers to create and expand programs to advance health care solutions in several leadership positions. He has served as a policy advisor to members of Congress, the U.S. State Department and the U.S. Special Representative to the UN on sensitive issues including Syria, Iraq, Yemen, Libya, Iraq and Lebanon. He also advised the world body on the West Africa Ebola response. 

Rabih holds a Bachelor of Science in Civil Engineering from the American University in Beirut and completed the Executive Education Program in Humanitarian Leadership at Harvard Business School. 

Chris Skopec, Executive Vice President, Project HOPE

Chris Skopec joined Project HOPE in December of 2016 as Executive Vice President responsible for overseeing the organization’s global health programs worldwide and leading emergency response. He previously served as Senior Director for Emergency Preparedness and Response at International Medical Corps (IMC) after leading IMC’s International Operations for four years. There, he managed 30 country programs in five regions of the world, overseeing thousands of field staff, hundreds of projects and over $260 million in annual project work since 2011.

Chris holds a Master's degree from Georgetown University in Eurasian, Russian and East European Studies, and a B.A. in Anthropology from University of California, San Diego.

Cinira Baldi

Cinira Baldi joined Project HOPE in May 2018 after serving as the Vice President of Marketing and Fundraising at Mercy Corps. Cinira has deep experience in non-profit, Fortune 500, and agency sectors and a demonstrated record of building strong programs to grow brand awareness, market share, and fundraising capabilities. Her previous work includes leadership roles at AARP, the Omnicom Group’s SCA Direct, and Qwest Communications, where she led Marketing and Business Development teams and developed and oversaw integrated communications strategy. She has proven expertise in growing the bottom-line through strong marketing and fundraising strategies. In her role at HOPE, Cinira will focus on developing strategic partnerships and creating new opportunities to increase the reach of HOPE’s impact.

Noordin Moloo

Noordin Moloo joined Project HOPE in May 2018 after serving as the Deputy Executive Officer at the National Association for the Education of Young Children. With more than 20 years of experience in accounting, business strategy, finance, operations and management, Noordin has helped organizations in developing long-term vision and strategic direction. He has designed and implemented controls and systems to improve efficiencies and effectiveness and possesses extensive experience in financial planning & analysis, business development, problem-solving, operational efficiencies, cost cutting measures and managing high return on investments. His previous work includes leadership roles at the Aga Khan Foundation USA and Presentation Products, Inc. Noordin is an active Certified Public Accountant (CPA) and has a Master of Business Administration (MBA) from Southern Methodist University in Texas.

Julia Soyars, Chief Legal & Compliance Officer

Julia Soyars leads Project HOPE’s global legal and compliance strategy, ensuring the NGO maintains a culture of integrity and transparency. Julia has devoted more than two decades of her legal career to humanitarian causes. Prior to joining Project HOPE in October 2016, Julia served as General Counsel and Assistant Corporate Secretary to the Board of Directors of the Grameen Foundation USA for 11 years. She also worked in the legal department at The American National Red Cross, handling domestic and international transactions for 11 years. Julia began her legal career as an associate with Pillsbury, Madison, and Sutro in Washington, D.C. She holds a JD Magna Cum Laude and a B.A. Cum Laude in Sociology from Syracuse University. Julia is a founding member of the Council of Counsels and a member of the District of Columbia Bar.

Alan Weil

Vice President/Editor-in-Chief, Health Affairs

Alan Weil joined Project HOPE in 2014 as Editor-in-Chief of Health Affairs, the leading peer-reviewed journal about health, health care and policy that is published by Project HOPE.  Alan was previously the executive director of the National Academy for State Health Policy (NASHP) since 2004.  Prior to his leadership at NASHP, he directed the Urban Institute’s “Assessing New Federalism” project, served as the executive director of the Colorado Department of Health Care Policy and Financing, was a health policy advisor to Colorado’s former governor Roy Romer and was the assistant general counsel in the Massachusetts Department of Medical Security.

Alan is a frequent speaker on national and state health policy, Medicaid, federalism, and implementation of the Affordable Care Act. He holds a law degree from Harvard Law School, a master’s degree in public policy from the John F. Kennedy School of Government at Harvard University and an undergraduate degree in economics and political science from the University of California at Berkeley.

Gail R. Wilensky, Ph.D.

Gail R. Wilensky, Ph.D. joined Project HOPE in 1993.  She is an economist and senior fellow at Project HOPE.  Prior to joining Project HOPE, Gail directed the Medicare and Medicaid programs and served in the White House as a senior adviser on health and welfare issues to President George H.W. Bush.  She was also the first chair of the Medicare Payment Advisory Commission. Her expertise is on strategies to reform health care in the United States, with particular emphasis on Medicare, comparative effectiveness research and military health care.

Gail testifies frequently before Congressional committees, serves as an adviser to members of Congress and other elected officials and speaks nationally and internationally.  She received a bachelor’s degree in psychology and a Ph.D. in economics from the University of Michigan. Niranjan Seevaratnam
Senior Director, Global IT Operations

Niranjan Seevaratnam joined Project HOPE in September of 2017 as Senior Director, Global IT Operations responsible for providing technology vision and leadership for strategic planning, development & delivery of the organization’s IT solutions and services.

He has over 20 years of global IT experience and has held various senior leadership positions at multinational and mid-size organizations in a variety of sectors (consulting, software, nonprofit, higher education, lottery and retail). He has successfully delivered numerous IT initiatives in the Americas, Asia, Europe and Africa. Prior to joining Project HOPE, he was responsible for providing CIO consulting services to various nonprofits, associations and foundations. He has previously held senior management positions at Virtusa, Aitken Spence GTECH and Oracle.

Niranjan holds a B.S. in Computer Information Systems from Shenandoah University and a Masters in Engineering Management from The George Washington University.
